Can someone tell me exact meaurements of the 7 gallon from the very most outer parts (need to make sure it fits inside a cage)

It is 18 1/4 inches by 25 1/4 inches.

Will the 7 gallon tub handle a standard bag of cement?

The tub will definitely handle the weight of cement, and will stand up to mixing without any issues. I've never damaged mine with a shovel and have mixed many bags of cement. These are very tough.

Is this safe to use as a pond for fish? Is it strong enough for hold water for many years?

I believe it's strong enough but to me its way too small.
