Yes the tape is clear, when you peel of the white paper that protects the sticky sides.

Hi thank you for your inquiry, we always recommend testing a small area on any surface before using. The product is suitable for some carpets but not all. Newer thicker carpets will bond to much and you risk damage. Less thicker carpet should work great on. But please do test before. Thanks Andy

Can this be used to secure a chair mat (without spikes) to carpet which is made from polypropylene and 9mm pile height?

Hi we do not recommend this product to be used on top of thick carpets, Please always test a small area before applying.

Would this be good enough to stick my edging strips to my LVC flooring and skirting board?

All I can say is its the best tape from a bonding perspective I've found so far to stick my ever moving rug to a carpet.
