Q: Is there anyone who purchased this product the (Victorio ) that wishes they had upgrade to the Norpro Stainless Steamer, Juicer instead?

no - satisfied with the victorio . . .have used it to extract juice from our apples and grapes, if anything I have found some of the Norpro products to be less than satisfactory - the are carried by a local vendor here and don't seem to hold up as well as other brands I have purchased.

Q: is this a silicone hose?

Yes, it is thick silicon and I have not had any problems with it over the past 4 years

Q: What is the overall height? I've got 17 inches of clearance between my cooktop and the bottom of my microwave. Will it fit?

Probably just barely, with the handle on the lid. Mine is a little flatter handle than this and it is 16 1/2 inches. I don't know if your circumstances would permit, but I have not canned in my kitchen for years. My husband had to talk long and hard to get me to try one of the camp chef cookers for canning. Once I did, I will never go back. The mess is on the patio, garage, or deck, but not in the kitchen and neither is the heat. In your kitchen, with the microwave, it may not come clear to the front of the range below it, so you may not have to worry about that handle. If not, it would work. You really need room to take that lid off and lift the sections up to add more water to the bottom pan anyway. Especially if you are doing much juicing.Hope this helps. Q: Does this stainless steel juice steamer have an aluminum core for more efficient heating on an induction cooktop?

I don't know if it has aluminum core.It is stainless steel clad--whatever that means.This is actually a variation of the one I bought,so not real certain about the specs.I know that I sure love mine.It makes grape juice beautifully,and is quite fast.I have the glass top burners and it does fine.I love using all the different pieces too,for things other than juicing.
