Are these crayons dry or do they stay greasy/wet?

They do dry! I just tried it on myself to be sure!

Does this work for eyebrows?

The color will stick to your eye brows, it may not not cover them completely. Depends on how dark and think your brows are. My daughter has very light fine brows and it covered them. Mine are dark and thick so the lighter colors wouldn't cover as easily. Still overall good.
