Does it charge iphone, airpods… qi chargeable devices?

No, it adds wireless charging functionality to select razer mice. It is a receiver not a charging pad.

does this need to be plugged into pc to work or can use any charging bricks?

The puck goes into a compatible mouse, as far as I'm aware that is only the Basilisk V3 Pro. It allows for charging with the compatible dock, which will need to be plugged into your PC. I am unsure of the safety of using it with other chargers, but I have been able use other bricks with it.
