What are the black circles in the top picture, what are they made of, and when to use them instead of the silver metal braces that are also shown?

The black circles in the top part of the picture is nitrile butadiene rubber rings, they can endure high temperatures, when you install this heatsink in laptops (Because there is limited space inside the laptop), you should use the rubber rings to fix the heatsink with the M.2 SSD.

Does the blue tape stick to the paper on the SSD, and if so, is it possible to remove it later without a mark if one needs to use the warranty?
