How do i stick this wallpaper to the wall? do i need to buy a specific glue to stick it to wall?

Any wallpaper paste will work. Like this - Zinsser 69384 SureGrip 122 Heavy Duty Wallcovering Adhesive, 1 Quart https://smile.amazon.com/dp/B0019K914Q/ref=cm_sw_r_cp_api_i_PGMdFb5JCYRPY

Has anyone used this over old wood paneling? Is it thick enough to cover the seams, or would a liner also be required?

You would need to use a liner paper first or fill the gaps of the paneling, sand to make a flat surface. I would try a small area first.
