Yes you can. Distilled water is made by boiling and condensing water, deionised water is made by reverse osmosis, both methods remove impurities, but deionised water also has the salt and oxygen removed from it. Deionised water is even more pure then distilled water.

Is this as good as distilled water for cleaning windiws without leaving streaks like tap water does?.

It is almost identical to distilled water. The impurities are removed from the water by a different method from the boiling and subsequent condensing the water vapour method which is used to make distilled water, so the answer should be yes.

Would this work in PC liquid cooling

Providing you have the appropriate biocide / silver coil to prevent algae build up then this is will be fine :) I use this to flush n clean my current water cooled pc :)
