Does this have a hole at the bottom of it so to enable cooker wire to pass thru/be connected? Thanks

No the face plate does not have a hole in it, the cable goes out of the back box.

I'm installing a new ceramic hob. the old cable is 3 core but the new one is 4 core (l1 + l2). will this allow me to connect this?

with some new hobs they use 2.5mm 5 core cable. 2 wires for neutral and connect to (N load) 2 wires are live which connect to (L load) and last wire to earth (E load) they sometimes do this to make cable more flexible and save on costs, instead of using 3 core 6mm wire or even 10mm csa wire dependant on hob. but always read the install manual
