Bought a set last year unfortunately lost the grey folk , would I be able to just buy that one ?

Yes. They are quite expensive though as seen here on Amazon

I have lost a few items of cutlery from my eclat kaleidoscope 24pc cutlery set. is it possible to buy single replacements for missing items?

I have seen that single pieces are sold but come more expensive than eventually buying a new set.

Can you use pudding spoon for soup

I returned the set as they weren’t great quality. Also, is that a real serious question…!? The only utensils you can’t eat soup with are a knife and fork!

Is the coloured bit of the handle plastic ?

The handle does appear to be plastic but that does not detract from the appearance, the cutlery is lovely.
