Does it have to be cold or hot water?

You can use either. Plaster of paris will set quicker if the water is hot (if you've ever had a plaster cast for a broken bone you might remember it being warm)

Is the mould make from plastic or another material, ie rubber?

Its made from plastic.good set my child really enjoyed it.

Are the moulds reusable

I bought this as a birthday present so I can't really comment. I did however go onto another SES PRODUCT (butterflies) and one of the reviews said her daughter had made butterflies loads of times so I guess you can reuse. Hope that's helpful?!
