can this fit a replcement honey well number 8846(this was also a replacement head some years ago

We can't find any reference to Honeywell 8846 - as this was a replacement head are you sure that's the Honeywell number?

can this work with honeywell V4043h1106 28 mm fitting?

It replaces the powerhead element of the valve, so should (I am not a plumber!) work with V4043H1056 (28mm fitting) or V4043H1106 (22 mm fitting)

is this the DVA2/5 siemens item

The DVA2/5 is the replacement actuator for Siemens CVZ valves.(It is also OK for Orkli and Telford models) It is doubtful if this head, which is designed for Honeywell valves, would fit a Siemens CVZ valve

Can this directly replace a Horstmann F222m? That is just pull off the Horstmann and replace it without any plumbing needing done?

Yes!!! You must ensure that the control is set to manual and just simply remove. The converse applies, ensure the control is set to manual and replace over the valve. No plumbing is required.
