Any suggestion when fixing to an external rough-cast wall ?

chip out the rough cast to make a flat surface to screw into and tighten up

what size hollow wall anchors do I need?

I used normal wall plugs with size 8 screws about 1.25 inch screws the wall is tiled on plaster breeze block use some sticky paper where you drill hole & use a glass drill just to break the tile surface to be exceedingly careful drill one hole top & bottom first continue till all 6 holes are drilled I hope I am not telling my grandmother how to suck eggs UI used brass screws they don't rust

I'd like the 60 cm (24 inches) rail and to re-use my existing 4 screw holes which are 60cm apart lengthwise, and 6cm apart at each end. Anyone know?.

With the rail horizontal: There are 6 screws, 3 at each end. Two are in line with the rail and are approximately 67 cm apart. Two are above the rail approximately 61 cm apart and 3 cm above the rail centre. Two are below the rail 61 cm apart, and 3 cm below the rail centre. Hope that helps - a diagram would be better.

Is this suitable for a person to lift himself of his bed?

Yes, it is quite robust. However, it must be fitted correctly with the 3 suitable screws on both ends. My 95 years old dad uses it regularly in the bathroom.
