Q: Will this increase music quality for t20i or does it mostly provide benefit for pure IEMs like the cl1 or mee p1 which have high impedance?

t20i or any decent IEM will benefit from a good digital source understandably but at 16ohms I wouldn't purchase a DAC/AMP to drive these headphones specifically. You will hear some improved clarity and detail from the dual Sabre DAC and a tightening of sound stage making for a very personal listen. Just be wary of how loud an amp may push low impedance IEMs. I love my L1 and if nothing else it will allow you some options later on for purchasing some other IEMs or headphones. Paired with my ATH MSR7s I get a great listen.

Q: Can not play dsd128 i hear silence at maximum volume. my dacamp l1 only plays dsd64. used audirvana mac os and onkyo hf player ios. in the settings used dop. what should i do? is this a malfunction or is it a feature of all rha dacamp l1?

i hv no problem with playing dsd128 and dsd256 thru daacmp l1. i use neutron on my iphone. not sure about ur setting. if dop doesn’t work, maybe trying pcm.
