Q: What is this used for?

They interface between Thule slide bars and the Thule Kayak carrier, the name of which I forget. FYI, the slidebars are a good idea, but I don't rate them highly. They are tortionally weak and don't lock out, which makes them dangerous when loading. I have two sets on my VW California and will be speaking with Thule about replacing them.

Q: can this be used on a roof bar not made by thule

I think it can be used on others as long there is a T track on the top as on thule roof bars. If T track size differs, maybe different T headed screws will be needed to mount the adapter.

Q: Is the pack for 2 brackets/holders, ie. for one kayak or do I need two sets of T bolts. if so, thats £42 which seems expensive

The pack comes with 2 adapters, for one kayak, Thule have changed the design of the roof bar i needed for my kayak holders it’s a different shape so i needed the adapter’s for the kayak holders to fit the roof bar Hope this helps Joules
