Will this work for gluten free buns?

Yes, any kind of baking. They are deep enough for gluten free, as gluten free needs more support on the sides or else the buns will collapse on themselves. These pans make smallish buns, well suited for the smaller size hot dogs and sausages. I went through a gluten free phase, but craved yeasted bread too much. I bought two of these so I can make more buns when we have a cookout.

Do you put the silicone pan on rack or inside a flat pan first

I only put mine on the rack, however; if you are using a “runny” dough you might want to put it on a cookie sheet first. The product is stiffer than my other silicone products, for normal dough you should not need another pan.

is this a hot dog bun bread pan from raw dough for baking or a complete hot dog warmer pan?

The form has six cavities so that six Hotdogs can be baked at the same time.
