The tip portion of the base (black velcro piece) has come off my sander. Can replacements be bought??

Yes, you can get them from B&Q BUT make sure you get the Black and Decker one, Bosch does one too and it does look like it will fit but the holes are in a slightly different place and, the Bosch one will block the extraction holes and your sander will not perform as well as it did - speaking from experience. Hope that helps!

Can't seem to find a supplier for replacement pads. Any suggestions please?

Try Amazon, they sell plenty! but beware, don't buy the "cheap" ones, they only last minutes and are not proper sandpaper, better to but buy branded B&D ones. Buy the way, B&Q and Homebase also sell them.

Can you attach this to a hoover?

No. It has its own small dust collection which you empty every 10 minutes or so

can you use any velcro backed sanpaper

should be able to, it's velcro so should attach no problem, there are compatible sanding pads available.
