Is it glossy on both sides?

The top side is Non-Stick and Glossy. The back side is non-slip, so the pastry board will not move during using.

Where was it made & is there fiberglass in it?

I didn't see any "made in" marking It appears to be 100% silicone without any fiberglass strands running through it. It works very well and I'm very happy with mine.

Are you able to cut this? It's a little large for my area.

It arrived rolled up so I guess it would cut. It was a gift.
