No, not flat. The paper would end up curled at the edges.

Isn't there a risk of inks spilling out when carried via the case handle?

It has not happened to me yet, I don't think it ever will happen as the ink are in cartridge form.

Does it accept A4 uk paper size?

No, the travel case doesn't. It only fits the printer and cable, plus spare ink cartidges inside it. No room for A4 paper unless it's folded in half!
