If we stick these inside - can you see the birds from outside, as that's what we want?

yes...I bought them for my mum,as she had a old double glazed window that had not been sealed correctly,,so stickers were just to disguise..But they are visible from both sides,and my mums cat is always trying to catch them from the outside,as he thinks they are the real thing..

If i stick outside do i have to remove before i clean windows or can i leave on

I would not recommend using these outside as they will deteriorate in the weather. I have had mine inside on conservatory windows for a long time and they have been amazing and not faded at all. They are the same front and back so you can see them outside. I wash my windows with fairy liquid water and just go over them every time. Drying the window is a little bit more fiddly as you have to wipe around the clings or you will get smears. They have withstood constant washing with no problem.

Can these be wiped clean if they get dirty?

Don’t really know as I have not seriously tried but I have wiped the surface of a bird very carefully in order to replace on a cleaned window. Therefore they will tolerate a moist microfibre cloth. It needs to be done in one direction with light pressure. When I cleaned the sticker I used only clean water, no detergent or chemicals.
