What is the difference between these and the red box of barricade wipes?

The quantity. The jar has 100 wipes vs. The box 20 or 25

Could these be used to clean out a muzzleloader barrle

These are NOT suitable for cleaning black powder firearms. After the firearms are properly cleaned with recommended materials and techniques (consult your owners manual or reputable sources) these wipes are used for corrosion protection in preparation for storage.

Was wondering if anyone knows if this is safe to use on raw carbon steel and over acrylic paint?

You should be able to use it on raw steel. It's designed to drive moisture out the porous metal and leave a protective coating and remove rust. I've only ever had to remove light surface rust. I used acrylic paint on my EDC fixed sights and it's not been removed by these wipes.
