Would this foam up if put in a snow foaming gun

Yes, it's concentrate so foams up when added to water.

Can this product be used on carpet ( just a very small amount) for dog urine accident ??

I wouldn't try it on carpet to be honest. Water and white vinegar is fab for masking the smell.
