Q: Are the padlocks it comes with good padlocks

The locks are decent. The only issue my husband has found is that you cannot take the key out of the lock when it is unlocked. The rack is great quality.

Q: What size bolts are needed for mounting?

Depends on how think ur trailer is that ur mounting it to .... the mount is about 1/4 this so just add that to the thickness of your trailer plus 1/2 in and there ya go I used 1 in bolts I believe they where 5/8 thickness and I used 4
