What is the best flattening stone for this whetstone?

Trend has a super flat (+/- .0005 inch) diamond lapping stone for about $110 USD. It's double sided with 300 grit on once side and 1000 grit on another. It's an awesome option when paired with a 8000 shapton stone and some chromium oxide strop compound. Also don't bother with the leather strop, just use a piece of scrap wood.

How should the stone be flatten and how often? Does it need to be a diamond lapping plate? Also can this stone be used to sharpen ceramic knifes?

These stones don't require flattening/leveling as fast as a combo stone. They do still require maintenance. I use my Ha No 1k to flatten a combo stone I use to upkeep house knives. I then use my Ha No 1k and 5k to flatten each other for my personal knives. The combo gets a quip lap after every knife. The Ha No stones last about 6-8 sessions before I notice any dip. I'll post a video on how to my YouTube very soon. As far as ceramic, no. Only true diamond plates or specialty stones can sharpen those. But if you have a real ceramic knife, it shouldn't need sharpening.
