Does this whistle come in a sealed package, please, as its a gift for someone?

Is this any good for being used as a guards whistle? As I am wanting to train to be guard on the light railway that I volunteer at.

It should be ideal. I use mine as a volunteer on a heritage railway vegetation team as lookout.
