Q: Will the phone work with At&t?

ZTE got slammed by the US Justice dept in late April. Until and IF that gets straightened out most carriers won't activate or sell ZTE phones. Existing customers are grandfathered in. (Search for "Buyers told to steer clear of ZTE’s Android devices" and "ZTE's Android days may soon be over" Reuters (ARN) 20 April, 2018 Call your carrier BEFORE buying to see if they will activate it. Large security risks now exist when using this phone. The OTA update app doesn't work and their customer service can't/won't provide a link. On top of that, none of the 5 no root firewalls available work on this phone (they all work in 4 other of my devices and ZTE service was useless) so it is extremely vulnerable to security and privacy breaches. Just bought one? Return it.

Q: Will this work with safelink wireless t-mobile?

An unlocked cell phone should work with any GSM service, such as T-Mobile and AT&T and any subsidiary of either of the two companies. So if SafeLink runs on the T-MOBILE network then it should work fine.
