Yes it should as long as it matches your skin tone. If the spots are very dark you should try dabbing a tiny amount of concealer corrector first before applying the dermablend.

Will this be waterproof enough to cover tattoos while in an onsen? (An onsen is a Japanese hot spring - tattoos are usually prohibited)

Yes it will stay on even in hot temperature water. I can shower and shampoo my hair and it stays on my neck. If you rub it with a wet towel it will wear off. I would suggest applying several layers before going into the onsen several hours before so it is well absorbed and dry.

yes, coverage is buildable. Though, you may need several layers, depending on tattoo size/color. I have several friends who use this solely for the purpose of covering tattoos.
