You can't go wrong with LEGO
I got my granddaughters (8 & 13) the Community Starter set and they love it! They like being out playing in the snow, but being snowed in with frigid temps, that wasn't really an option. Luckily the set arrived a couple days before the blizzard and my daughter said they spent the entire day building a seaside community. I personally think LEGOs are a bit pricey, but I'd buy them again after seeing the enjoyment the girls are getting out of them.

There is a good variety of pieces in the set though
The set doesn't come with instruction booklets to make the things shown in the picture. There is a website that you can go to to get about 5 of the instruction sets, but quite a few of the pictured buildings don't have instructions. There is a good variety of pieces in the set though, so it's a great starter box.

Ordered this to use with my son who's on the autism spectrum as a therapy tool. Unfortunately, it's old enough that finding directions to build the things you see on the bin is very difficult. I have found other things to build using various Lego websites and that's working pretty well. The Lego Education website has a number that I can call for help if we ever do decide to try to build the pictures on the bin. It's a great price per piece, and comes with a lot of regular minifigures that you can use in creating city/town structures. Good bargain overall!

better kits available
I was alright with the fact that this kit didn't come with instructions for building things; however, there aren't many interesting pieces for inspiring play. There's a lot of pieces here, but there's a lot of the same, mostly just boring "basic" pieces. I probably could have bought legos by the pound on ebay for better loose pieces.
