Does it include Android 12 pre installed?

no, please note that the android image does not include gapps, so if you can't figure out how to get some version of gapps working, you can't use anything that requires it.

Is this wireless capable or do i need to provide that?

You need to add that. I have a WIFI dongle, so use that in one of the USB ports. So far, having tried two versions of Linux, I've had sketchy network connections a lot. The wired ethernet has only worked a little but mostly doesn't. WIFI works, but my attempts to connect to various websites often sit and grind, then work okay, then grind again. I'm into computers, but a little weak on networking, so don't know what's going on.
