Hi it says you only get 2 liquid dissolvers shouldn't there be 5 one for each pack

The 2 liquid dissolvers are for the two more gelatinous ones (I can't remember whether it's Gelli or Slime it's been a while since I purchased) The crackle just dissolves itself because it's kind of like popping candy and the slime I think you just dilute more and it breaks down. You only need to dissolve the thicker one with the dissolvers which is why there are only two.

Is this suitable for an 18 month yo?

As long as they don't eat it I don't see why it wouldn't be. It will make bath quite slippery so just take extra care.

How many packets do you need to fill a bath

1 fills enough for a child to have fun, for a deep/full bath i would go for 2.
