Yes, but it's made of a sturdy, not flimsy, material, so it's won't fold up as small as a cheaper rain poncho.

Is there a draw string at the bottom

Yes, there is a draw string at the bottom of this jacket. However, you may need to search for it. Unlike most of my other jackets that have draw strings that exit the jacket hem on the outside, near the front of the jacket, the draw strings of this HH jacket are on the inside of the jacket hem on each side.
