Q: does it come with any batteries?

It does not. It does include the holder for 2 CR123 batteries or you can order the lithium ion battery, which from my experience is definitely recommended. The Nitecore Intellicharger i2 is also recommended if you decide to get the Li-Ion battery. It's solid, self cooled, and pretty quick.

Q: What is the exact battery tube bore ID? wondering if this will fit my slightly-fatter-than-most panasonic protected 18650s.

it won't fit. The standard 18650 batteries fit just fine into this light

Currently using a button top, 18650 type Lithium-ion branded by EagleTAC and it's been fabulous. 3400mAh does the trick, nicely. You'll see kits with this battery and its charger included. Recommend going that route!
