Horizontal length is adjustable (notches for different lengths in between) 18 inches to 30 inches.

Will this hold adult jeans?

Yes. I put my jeans on hangers and place them on these. I now have a lot of space in my closet

the reviews say its not adjustable for the height, but the description says Adjustable Width and Height so what gives?

It is adjustable for the height and width. The bar you hang your clothes on can move up or down the length of the two rods.
