Can this dish be used outside on a snow covered porch?

I'm using mine on our porch, that's snowy. Just pick it up when you shovel, and watch that it stays full, as it's heated the water evaporates at a good rate of speed.  If you can tuck it under a chair, so it's kind of sheltered, is where mine is and it does just fine.  It's been as low as -45 with wind chill and it still hasn't frozen.  If it ever breaks, I'll buy another one.

Can it be used with an extension cord?

The reason for the caution about extension cords has to do with the resistance of the wire.  The longer the wire, and the smaller the gauge (thickness) of the wire, the higher the resistance of that wire.  He higher the resistance the more current is use to heat the wire and not available to run the device (heat the water).  Most extension cords for indoor use are as light as #16.  Typical light weight outdoor cords are #14.  If you can use a number #12 extension and no more than 25 feet or so, you should be fine.

Can this bowl be used for canned cat food. I have some ferel cats and can't put out canned food without it freezing

I feed my feral cat(s) canned food using this heated bowl by simply placing a can of wet food inside the bowl (without water) and it works perfectly!  I live in Nebraska where temp right now is -2 Fahrenheit and it's been a severely harsh winter this year. My ferals love it and there's no mess at all. It's on my covered patio and I have a couple K & H heated A-frame houses on the patio too. It's my 3rd year feeding ferals and I've had no problems so far, in fact I'm here tonight to purchase a couple more. 
Side note: I very much like that this bowl is 35 watts

What is the best temperature to set it to in sub-zero weather (will use inside garage)? I need it for a couple of feral cats.
