does this count people in and out,ie I have a full capacity of 60 people in my bar and need to see how many people come in and exit at any given time

This just counts anyone passing either in or out as a cumulative number. We are only using it as a monitor of visitors and divide the count by 2 for our records. It will not identify which direction people are going ie in or out.

Will this device work through frosted glass?

It will, but it is not designed to work through frosted glass, and therefore the inaccuracy of the count is likely to be very high.I would not recommend you install through a frosted glass.Through the normal, transparent, provided that it does not move, in this case, most likely the people counter will be counted as well as without glass.
