Q: Is this any use for oil pastel and painting?

you can give it a try with pastels,but I would advise against oil paints.This paper is designed for dry mediums & does not have the body to stop cockling when wet.I would advise you to buy proper oil painting paper for oil paints

frisk cartridge paper is white,but not arctic white

The paper is smoother than many cartridge paper so is particularly good for printing and drawing but it is also fine for watercolour painting and gouache etc. It has a good weight and is substantial enough and of a good enough quality to use for watercolours etc.
