Can I use it to seal holes around the house? I was going to get normal cement, I want to keep rodents out of the house.

I don't think this is the right thing for that. It may not harden without heat, or take months to. I had a rodent problem and was advised to use steel wool. Mice and rats will chew through nearly anything but the metal kills them before they can break through. I used fine steel wool chopped up and pulled apart and worked into normal filler compound, and I've also used steel scourers, the sort like a ball of spiral steel swarf. I worked filler compound into it and the same may be possible with cement.

Can i use this to secure a rotary washing line in the groung (grass) ?
