Is this rice flour truly gluten free? (considered less than 20ppm) Wondering if it is made in a shared wheat processing facility or rice only.

The rice does not grow with gluten in it. However, if it wasn’t made in a totally gluten-free environment, a celiac or otherwise highly-sensitive allergic person could have a bad reaction. The brand in a white box that says Mochiko, from the USA, is made in a rice-only factory. Also, Bob’s Red Mill has Sweet White Rice flour Actually certified gluten free. Both those options are not as powdery as this brand. Bob’s is coarsest (because it’s stone ground), but not a lot. This product in the plastic bag is incredibly fine powder.

Is there a difference between rice flour and rice powder?

yes they are different. Rice powder is more coarse than rice flour. Powder won't dissolve well in water like flour. You can make your own rice powder by grinding toasted long grain rice in a blender or a coffer grinder.

What is the difference between this one (green color packaging) and the red one? ..Is the flour inside the packages different??

This is sticky rice/“sticky” rice/mochi rice flour, aka Mochiko. It’s very powdery, not like some other more granular brands. The red package is standard/hard rice flour. It’s not as sticky and is used in totally different recipes.
