Q: Will this work on an ar with mag pul qd sling rings?

Yes it will but you have to substitute the clip on portion of the sling with a QD sling swivel. The clip is too wide to just simply clip on the swivel. I use one on my AR. with the keyhole hand guard and QD sling swivels.

Q: Are these the sling measurements? 1-1/4" wide by 48" (45" max fully extended from Sling hook to keeper loop)

The webbing material is actually 1-3/16" wide. From the sling hook, the webbing is 46-1/4" of usable length (including metal tip at the end of the webbing). At the sling hook, the material is folded and sewn, so that part of that 48" length is essentially unusable as it's to stiff to bend through the sling hook's loop. This is why I say the usable length is 46 and a quarter inches.

Q: Will this work for a m16a4

it should if you have military style sling holders... although it's possible it might be too long... mine was for a m1a

Q: Will this work with a Ruger Mini 14? Or will it be too long?

It will work but requires 1-1/4" swivels vs 1" on factory rifles
