how do I floff up the down alternitive part?

I wash and dried it. Fluffed up by itself after being on the bed all day after initial wash. The majority of you cushion is the gel not the top layer.

Is the foam and mattress cover separated from each other？

Yes, they are two separate parts. You can use both of them, or just one of them. The upper pad can be machine washed separately, which is good for me, recommended!
