It appears there is no latch to fasten the inside and outside pieces together. So you just lift the outside part to get to the trash bin part?

There is no latch, the outside cover simply lifts off to empty

Is the bin a single bin or double? Some pictures show 2 bins or a separator and some show 1 single bin.

It's kind of 2 "bins". The outside light gray cover lifts off the ins8de container. Then the inside black container is affixed to the bottom. So only the outside comes off. I love this trash can, sleek, slender & super convenient. I use small plastic garbage bags, which are no way seen on the outside whatsoever, to help keep it clean.
