Q: Does this bagpack help with keeping them from running ?

Yes, in that it has a "reign"- the polite way of saying "leash" attached to the bottom of the back pack and also the back pack clips at their chest. So if you are holding the rein and they dart off, they can't go beyond the length of the reign. And the way it is positioned doesn't trip them up of make them fall, really or choke them. I think they are great. Plus they like to wear them so it helps it crowded areas like an airport. And then you can keep diaper changing stuff etc in it too!

Q: Would this be too big for a 16 month old that's on the smaller side (22 pounds)?

It fits my 16 month old who is 24 pounds perfectly. I do believe it will fit your little one, too.

Q: Does anyone recommend this for Disney World? I want my 2yo to be able to walk around but he likes to run off and us to chase him.

Oh yes!!! We did the zoo, which isn't Disney, but it still saved a lot of foot chases.
