Q: Does it glue pond liner to the inside of a galvanised drum

Seems to stick to anything. You may have difficulty spreading it.

Q: can it seal between polyethylene and concrete painted with G4 pond sealer?

I don't know but It helped me patch my pond liner when my Labrador pup went for a swim and ripped the liner it patched the liner well it is good stuff

Q: I would like to use this product to fix a 3D background into an aquarium without fully draining it. Anyone any experience with that?

I did not find this product very good for sealing underwater. May have been me; but it didn't work for me. I finally used a product called Pond and Aquarium Fixer from a company called Russetts.

I certainly used a patch to seal the hole in my liner.
