Is the temperature quoted the before it bursts into flame or the heat that won’t transfer through it? I need to rest it on my lap and need to protect

It's not good practice to work with the soldering mat on your lap. It souldn't ignite at that temperature. Some heat is transferred through it but not enough to scorch a surface underneath.

does the solder iron stand and tip cleaner come with the mat

No just a mat and very good one very good puting bits on
