Is it self sharpening?

It is supposed to be, but I haven’t used it enough to be sure.

Can this cut card stock into 1/4” slices?

Yes. There's a clear plastic piece over the metal strip. You slide the paper under the plastic so that it butts up against the top edge 2 create a straight cut. There's a ridge formed in that clear plastic that is a 1/4 inch guide.

can you purchase a replacement cutting blade

Haven't used it enough to need to find out. Love it though very handy for desktop work.
