Q: Will it work on an old Canon G7?

I am not sure, works very well with my G9

Q: Plug the charger in and green light comes on. When I insert either of the 2 batteries that came with the charger, the light goes off.

The VIDEO/DIGITAL CAMERA Travel Charger provides an Output voltage: 8.4 VDC. To the right of the text 'CHARGE' there is an indicator light: Green: Fully Charged (8.40 VDC); Orange: Approaching full charge state (8.27 VDC) & Red: Battery need to be charged. Yes, with NO battery installed, the Green light will be lit. Please check the battery voltage: There are three terminals: Left is '+' - right is '-'. Verify the voltage reading around 7 VDC. I suspect that the 7.2 volt battery has a reverse cell situation. This charger will not charge a battery in this state/condition.
