Q: Can someone that speaks English please describe how to program the IR learning button (power button) to work?

hi, you can find the "tv" button ,press "TV" and hold unit RED LED light fast, RED light turn on for 1 scond , then flash slowly, point the IR remote to smart remote controller, and press the power buttion , the red light turns on, press the power bution on smrt remote controller, Red LED light flash slowly , learning then succeedd, all detail the user manual can find it and teach you how to learn it, thanks,

Q: Does this work with Apple TVs?

I unfortunately don't know. An Android TV box is what i use it for via the usb dongle. I also took a look at the user manual but it doesn't specify apple tv. I assume as long as apple accepts 3rd party input devices via usb then it should work. It's really a great remote it has every input you could possibly need. I charge mine nightly and it's good to use all day added bonus is that the battery is user changeable. Hope this helps best of luck.

Q: Remote stopped working, only flashes 16 times when any button is pushed. What can be done to fix?

I believe this is also the behavior I saw when the USB transceiver was not plugged in. Meaning the "flashing and does not work" is because it cannot find or is not paired with the USB transceiver. So maybe make sure the correct USB transceiver is plugged in (not one someone swapped or "thought" was the right one) and maybe go through the pairing process again if its still not communicating.
