Q: my main problem is that my bottom eyeliner tend to run down giving me panda eyes. Would this help keep it in place? I’ve tried so many other primers.

This may help your upper lid liner but not lower lids. If you have excess oil this will not help. Also try different liner. Best product out there is Tarte Shape Tape. More pricey but excellent. Works as primer and concealer. Great for keeping shadows on too.
