Q: The chair folds up flat but won’t stay folded, is it supposed for storage?

If you are stacking the chair upright against a wall, for instance, you could try turning it round the other way or on its side - I found that works for our chairs.

Q: What is the weight of the chair?

I can't give you an exact answer because they are stored away for winter at the back of the shed. They are quite heavy - though not as heavy as similar ones that have arms. I could not carry 2 at a time.
