Why these leveling kits are labeled 3 inch but their ture thickness are less than 3 inch?

3" leveling kit means the lifting height, NOT the spacer thickness. After installation, your vehicel will get true lift 3 inch.

Why the struct bolts came out the top?

On few vehicles, if the struct bolts came out the top, that's normal, just trim the little bit of bolts off to make everything correctly!
